The Organization of American States (OAS) reported on Tuesday that it found no evidence of external attacks, sabotage, or attempted fraud in the audit it conducted of the automated voting equipment used in the suspended Dominican municipal elections on February 16.

In its auditor report released today, the OAS indicates that what happened with the implementation of the automated voting system was the result of mismanagement of the computing area of ​​the Central Electoral Board (JCE).

The international organization considers that the root cause of the problem can be found in the software used so that each machine had the electoral offer and other data corresponding to its table.

“This software did not have mechanisms to control the integrity of the electoral offer and, therefore, was incapable of detecting any type of problem that may have arisen in the process of downloading the electronic ballots,” he adds, adding in his summary. Executive: “The bad design of the software, added to the fact that we did not have the tools to detect or prevent the failure and weren’t able to mitigate it in time, also reflect the absence of protocols and the lack of application of good practices.”
